Human Element Search Assurance™ - HESA™

SAR Methods - 'Search Assurance built on Human Intelligence'

HESA™ is a tool that offers a practical means of strengthening existing SAR methods by focusing on the human factors that influence decision‑making and search assurance.  It provides a structured approach to supporting, evidencing and improving the quality of human decisions throughout the search lifecycle.


HESA™ is best understood as a continuous three‑phase loop: pre‑search alignment, in‑search cognition, and post‑search assurance.  These phases reflect the natural rhythm of SAR missions, with deliberate emphasis on the cognitive processes that influence outcomes at each stage.

HESA™ framework

Pre-Search Alignment

Focuses on establishing shared mental models.  Teams are prompted to articulate intent, assumptions, uncertainties and decision thresholds prior to deployment, reducing ambiguity and aligning understanding.

In-Search Cognition

Addresses decision‑making under operational conditions.  As cognitive load increases, individuals become more susceptible to bias, fixation, and information overload.  HESA™ introduces simple, repeatable prompts that support situational awareness and adaptive responses without adding procedural burden. 

Post-Search Assurance

Extends beyond traditional debriefing by focusing on decision rationale. Rather than assessing only what was done, it seeks to understand why decisions were made, providing a stronger basis for learning and a more defensible form of assurance.

HESA™ highlights a human factors layer that includes shared understanding, bias awareness and decision quality, supporting clarity and consistency in assessment.

It's value lies in it's differences

HESA™’s value is found in how it reframes search assurance.  Rather than concentrating solely on tactical activity or procedural compliance, it spans the full Search Mission Lifecycle and explicitly addresses the quality of human decision‑making throughout.  By making assumptions, uncertainties, confidence levels and decision rationale visible, it enables teams to understand not only what occurred, but why.  This supports a more meaningful and defensible form of assurance.


This difference has practical implications during live operations.  HESA™ strengthens confidence as a function of transparent and shared reasoning, rather than personal judgement or hindsight. Teams that can articulate their thinking are better placed to adapt under uncertainty, maintain alignment as conditions change and account for decisions when outcomes are unclear.


Importantly, this is achieved without additional cost, technology, or operational burden.  HESA™ integrates with existing search management processes and doctrine, augmenting current practice rather than replacing it.  By embedding assurance thinking into everyday SAR activity and providing simple tools for reflection and self‑monitoring, HESA™ supports continuous assurance during active operations, particularly in resource‑constrained environments.

Why HESA™, why now, and how?

Search and Rescue (SAR) has evolved significantly in response to increasing operational complexity, supported by advances in technology, coordination and doctrine.  One element, however, remains comparatively underdeveloped within formal system design: the optimisation of human decision‑making, despite it's central role in shaping search outcomes.


Having spent nearly 7 years in SAR in active operational roles, with a background in Analytic Troubleshooting, Problem Solving & Decision Making and Quality Auditing, with an interest in social science and a love of training, it wasn't long before I could see an opportunity to help develop a tool to improve Search Assurance.    


Constantly watching for what worked and what didn't work on searches; watching people's reactions and questioning logic and rationale; reflecting on situations, actions and decisions and compiling lessons learnt helped build what is today HESA™. 


Three principles that underpin the development of HESA™ are: 


1.Complex problems do not always require complex solutions

In this case, simple meant the easiest, cheapest, fastest, safest solution to help improve our levels of confidence in Search.

2.Recognising what is not yet known is valuable

In finding out what you don't know, you have an opportunity to do something about it, and if you can't then at least make others aware of it. 

3.Making thinking visible is one of the most under-rated skills in communications

Sharing thought processes; rationale for decisions; the facts and factors used in forming deductions. The most obvious question to ask is the one that is always missed as everyone is afraid they should know but wont know the answer, this allows for a healthy challenge.
